Hand-forged bag/oblong punches used by professional bag and strap manufacturers.
Before using, the tool will need to be polished to get a good result.
Tips for polishing: keep a consistent angle along the bevel, pull back slightly as you round the corners so as not to bite too deeply into the edge, and be liberal with your use of buffing compound.
This tool will get dull with use, so make sure to continue to polish the blade occasionally as you notice performance decreasing.

The craftsmanship on this is excellent even though it is NOT sharp enough to punch through leather right out of the box. I spent about 20 minutes carefully polishing the INSIDE with a dremel and a small round grinding wheel, then stropped the outside edge with jeweler's rouge. Now it punches clean professional looking oblongs in three taps! If it had come sharper out of the box I would have given this 5 stars! I am already buying another one of these in a different size.
